The pleasure garden of the Princes of Hohenzollern-Hechingen was originally located in the area known as the Lower Town, on the present-day Hofgartenstrasse. In 1786, Prince Josef Friedrich Wilhelm decided to abandon it. Instead, he established the current 'Fuerstengarten' south of the town.

For residential purposes and cultural events, the Pleasure Garden House was built there in the neoclassical style. The designs were by architect E. A. von Lammerz in 1786. However, during construction, significant deviations from the plans occurred.

In a second phase from 1833 to 1834, the building was expanded for the hereditary prince and his wife. Two wings were added. The renovation was financed by the wife of the hereditary prince, Eugenie de Beauharnais (1808–1847): she sold her Eugensberg Castle in Thurgau for 32,000 guilders to Heinrich von Kiesow from Augsburg. The villa is named after her in its Latinized form.

During the time of the Weimar Republic, in a third phase, the original layout was significantly altered by the installation of partition walls and further construction measures. The original building was a domed structure crowned with vases. During the 1833 renovation, the old dome roof was removed, and an upper floor was added. The dome was replaced by a kind of tent roof with a platform. Two-story large side wings were added on the left and right. The vase decoration was removed from the round central bay; instead, it was divided with pilasters. The side wings have a simple stucco frieze.
